The government website says the scheme, which was formed in 1995 in the age of dial-up internet, needs to be updated to meet modern forms of media, including the streaming services.
"The current system was not designed to manage changing technologies or the large volumes of content now available via streaming services, online game storefronts and other content platforms," the website statement says.
People have until February 19, 2020, 5pm to lodge their submission on the review.
